You are not sentenced to your first choice
A citizen may change primary path at any time. What is already proven remains proven — nothing earned is confiscated for changing direction.
Path XP does not transfer. A Builder who becomes a Steward starts governance advancement at zero and keeps every builder level they earned. This is deliberate: competence is not a general substance, and pretending otherwise is how institutions end up run by people who were good at something else.
