Your standing rises with your own verified work. The civilization's level rises only when a published collective milestone closes, in public, with evidence.
The civilization is at Origin. Nothing here is retroactively adjustable.
The stages of a civilization
Each level has entry conditions published before it is attempted, so nobody can announce an advance that did not happen.

Milestones, not momentum
A milestone closes when the thing it promised exists and a citizen outside the team can use it. Nothing else counts as progress.
- Declaration and founding infrastructureThe civilization states what it is, in writing, before it asks anyone to enter.
- Founding citizensPeople stop reading about the civilization and become part of its record.
- Undertakings and progressionContribution becomes measurable, verified and permanent.
- The REB economyThe currency exists, and it is used before it is traded.
- Organizations and workCitizens stop working alone.
- The persistent worldThe civilization acquires ground.
