What a real city contains
A specimen, not a promise: the shape a successful player capital is expected to take, with hundreds of thousands of visitors passing through it.
Government, policing and courts are held by citizens, bounded by the same constitutional limits that bind everything else in Rebirth. A city may tax. It may not erase a person.
