Four thousand two hundred and twenty-seven capabilities across seventeen domains and one hundred and ninety-eight sections. Each one is addressable, citable and dated by era.
The registry is the spine: narrative pages cite it, the roadmap counts it, the status page reports it, and the whole plan can be read before most of it exists.
