The terms come first
No capability opens to the public before the terms governing it are published in plain language.
Publishing the rules before the product is the difference between a commitment and a marketing claim. It is also considerably harder, which is the point.

- No agreement that requires a lawyer to understand what is being given up.
- No silent policy edits — every change is dated and diffed.

- Material changes are announced in the Journal before they take effect.
