Four things must hold. Verified capability must be more useful to decision-makers than the proxies they use today. People must prefer owning their record to renting visibility. Value created inside the world must be able to leave it, or ownership is a story. And the constraints must survive contact with growth.
None of those are guaranteed. All four are testable, and the tests are public: whether opportunities actually route on evidence, whether people bring their records with them, whether earnings cross the boundary, and whether the constitution ever gets quietly amended.
WHAT WOULD FALSIFY IT
If the record becomes a product sold to third parties, the thesis is dead. If standing becomes purchasable, the thesis is dead. If the eras slip without the slippage being written down, the honesty claim is dead, and the honesty claim is the whole trust model.
We are stating these now, in advance, because a project of this size should be judged against its own words and not against whatever it later prefers to have said.
THE INVITATION
Most of this is not built. All of it is written down: seventeen domains, one hundred and ninety-eight sections, four thousand two hundred and twenty-seven numbered capabilities, each with a stated role in the whole. You can read the entire plan before deciding whether it deserves your attention — which is, itself, the first demonstration of the thing.
If it is right, the next decade is the redrawing of how people learn, work, prove themselves, earn and belong. If it is wrong, it will be wrong in public, at a coordinate you can cite.
