Economy turns capability into livelihood: work distribution, markets, commerce, giving, and the network that carries them. Its test is whether someone with no pedigree and real ability can earn from it within weeks rather than years.
Civilization is the long horizon: the persistent world, devices, spatial computing, studios, academies, and an internet a person can own a piece of. Its test is whether people build things inside it that we did not plan and could not have planned.
WHAT 'DONE' MEANS
An era is complete when its capabilities are live, its promises are checkable in the public record, and the era after it can be built without going back. Not when a launch happened.
The registry states the whole arc in advance — every domain, every section, every numbered capability — which is a liability taken on purpose. It converts ambition into something falsifiable.
